Yes. I see it the same as an AM or FM receiver which are built in. In this case you'd need a UHF receiver, a video decoder and an input port to your favorite processor chip.

The decoder is likely to run some dollars then there'll be some NRE to design the board, write the software to deal with the data, etc. It seems doable. Maybe there's just no market...
