It's always hard to trouble-shoot these sorts of things, but I think you're on the right track with the s-video monitor output. You should be able to connect s-video, composite video, or component video "MONITOR" output to a display, set the display to that input, and enter the setup menu. You won't get any signal until the menu loads, because you probably don't have a video signal connected and configured. That may cause some TVs to report "no signal" until the menu loads.
