I am thinking of purchasing an SMS-1. However I have a few questions.

At present I am using A ICBM between my Reciever-Pre-Pro(Pioneer 811)and my Amp (Outlaw 755). This setup has helped greatly in intergrating my speakers and my two subs in my listening area. At present I have all the speakers set to Large in the receivers setup menu as directed for the ICBM. Will I still have to use my ICBM or can I remove it and use the Pioneer's Crossover which can only be set to 100,150 or 200? I know the 811 is not very good however I am waiting for Outlaw or another make Pre-Pro with HDMI 1.3.

Also how does the SMS-1 handle two different Subs (Migage OM200 and SVS 20-39PC+) being fed a Mono singel?

The SMS-1 doesn't offer particularly robust bass management for full-range speakers - you can get an 80Hz crossover for the left and right channels, but that's it. I'd probably leave the ICBM in the mix and connect the SMS-1 downstream of the SMS-1.

The SMS-1 will attempt to provide a unified flat frequency response - you'll be able to provide equalization to that mono sub signal so that the combined output of the Mirage and SVS provides a flat response at your listening position.
