The "Dolby Digital" mode will only appear when playing a Dolby Digital source.

It looks like you have satellite TV service. I'd double-check to make sure that both the satellite receiver and the DVD player are outputting a bitstream for Dolby Digital signals (not PCM). With CD's, Dolby Digital should never show up, so that at least makes perfect sense...
