Your dish receiver sounds similar to my cable box - whenever the DVI cable is connected, the component output is inactive. Annoying, but also apparently common.

The component switching on the 990 is similar to the 950 (and I suspect all current receivers and processors) in that it will not pass a signal when the unit is not powered up.
