No, there are definitely some 7 channel versions of Logic 7 available in HK receivers. But not all HK receivers have 7 channels, and of those that do, not all have
amplification for all 7 channels.
For those receivers with 7 channels but only 5 channels of amplification, obviously an external 2-channel amp would be required.
