Getting deep bass out of a small driver in a small box seems like black magic. Either the driver is specially made with above average parameters, or it has some "help" from the electronics. I wonder how much bass boast the amplifier in the Outlaw subwoofers provide and what the actual rolloff points are in the equalizer. Such an equalizer can lower the effective QTC in a sealed box enclosure and change the F3 point in either a sealed or ported box, as well as remove any unwanted peaks or dips in the box-driver response.
