Has anyone connected these two together? Do you know if NetCommand will work with the Outlaw 950?

Also, Does the Outlaw 950 support DC Voltage trigger input & output

The reason I ask is I am thinking about adding this to my system PanaMax 5300

I'm using the Panamax MAX5100, closely related to the 5300. It works perfectly.

As for the NetCommand, it's listed as being able to control using IR cables. The 950 has such an input (the "EXT REMOTE" input). Unfortunately, though, I would doubt that the 950's codes are included in its library. If it supported learning of some sort, that would be a different story, but I don't see any mention of learning capability.
