Ive lost my Radio shack SPL meter and was about to buy another one. I realized though that these meters, and others like it, only have a low end frequency response around 30HZ.
Anyone know of an inexpensive meter that will go lower ?

Most that go that low are very expensive. You can also download several difference versions to your phone for a general idea of SPL. For a lower cost, more accurate model check out:

Or go the UMIK-1 and REW path. The UMIK is good down to 20hz +/- 1dB. Still more expensive than RS but better performance.
