Is there not an option to utilize the surround back left/rights as part of the bi-amp system?
No. The Model 990 does not allow re-assigning surround back outputs. You find this feature on receivers because of the power limitations of built-in power amps. With a surround processor, the amps are whatever you bring to the table - rather than steal two pre-amp outputs that you may want to use, the simpler solution if you do decide to bi-amp for some reason is to employ a splitter.

Lastly, if the only option is to split the XLR from the left/right to 4 monoblock amps, will this improve the sound quality? Or will it not give me anything in return? Or is this subject to interpretation of the listener?
There are a lot of variables involved. We are talking here about passive biamping. The only real benefit here is more power, something that could also be achieved by employing a single larger power amp. And if the existing power amp is large enough that you are not pushing it close to its limits by itself, having more amps may not achieve anything sonically.
