Since HDMI is 'supposed' to configure itself with what the end device says it can support, it looks like your TV does not report its specs properly. Or, the PS3 does not negotiate with your TV properly(doesn't check if device is 1080P capable). As far as I know, all BluRay Discs are native 1080P.
