The circuit breakers alternate between phases, top to bottom. So Breakers 1,5,9, etc. and 2,6,10, etc. are all on the same phase or wire coming in from the street. If you move the circuts to the same phase, it could take care of the hum.
Is the ground rod connected to the water pipe? Check and make sure as it should be.
I ran my own grounding rod, after I found out that my water mainline is only PVC! Looks like the builder used my house's foundation for a grounding plane instead.
