It is being worked on, but this is a major development that is taking everyone a long while to get into production. Onkyo was the first. Pioneer should have their first unit out this month ($1000) with two more following in August ($1300 and $1600). Expect Denon and possibly Marantz (since they're part of the same parent company) to start releasing some HDMI v1.3 offerings later this summer at the earliest, but I'm not sure when Sony, Panasonic, or everybody else will join the fray. Outlaw isn't likely to crop up before early 2008, if I had to guess - it's a major R&D effort, and the HDMI receiver chips alone weren't available to start developing around until earlier this year.

I'm still trying to sort out whether HDMI 1.3 is worth worrying about yet. I'll need to pay attention to what components are going to FULLY implement the spec, how much trouble will LPCM and the new audio formats be without HDMI 1.3.

From what I know now -- not enough I'm sure -- it seems the only thing that 1.3 will do is Deep Colour -- but there are zero content sources with this so???

You've touched in the central issue, alright. There are still no sources that can use v1.3's ability to output bitstreams of DD+, TrueHD, or DTS-HD MA. Samsung's Blu-ray player might be able to gain support for this with a firmware update, but there's no official word that such an update is in the works.
