get a better antenna would be my suggestion. I have an amplified one that sits on top of my 990. it has rabbit ears that extend about 3 feet in each direction. and it's the basement.. so i know it's not easy to get a signal down there. but it works fine.

try an different antenna. they aren't very expensive.
