I'm a little too far north to know what to recommend, but one way to find out more might be to check with a Linux User Group. The Memphis group (
GOLUM ) is working on setting up at least one computer access site for evacuees to get online and search for family. There's
LUGOJ in Jackson; a group in the Starkville area (as I recall from my college days - they've changed names some time in the last decade to
BullyLUG ); and one in south Mississippi that may be inaccessible currently (their site is down and their membership is likely scattered and largely offline).
