If the 950 is totally powered on there should be 12 volts out of that jack.
If not, either the 950 or the cable is bad.
Did you check the continuity of the cable, connector to connector?
WITH THE CABLE REMOVED!
Use the ohm, or resistance check. Use the lowest range, it should '0' (SHORT) for all practical purposes. Or if it has a continuity buzzer or light it should go on.
It should read open between the + and - . In otherwords make sure the cable is not shorted. Highly unlikely unless it was assembled hastily.
If it's ok, call Outlaw support before you start packing it up, they may advise other checks, etc.
