Does it really take the 950 THAT long to lock on to a surround format signal? How does the unit compare to other receivers and pre-processors in this regard?

It takes a second or two, this is true, but it has never been so long as to annoy me. And for sources that always send the same signal format (you don't typically expect your CD player to spit anything other than PCM out) you can lock the mode, eliminating the signal acquire time.
