Hi I wanted to have the outlaw remote learn the commands from my dvd remote, but the arrows keys are combined with the ff,rew, pause, and stop.

SO I can only have the arrows control movement on the dvd menu or control pause, ff,etc.

The same issue occurs for skip forward/menu, and some other keys.

Was this remote just designed badly or is there some way to get the same key on the outlaw remote to do multiple things?

The 950 uses a Universal SL-9000 remote, which was designed shortly after DVD reached the market. I believe this is why URC made this mistake.

What I did when I was using my old 950's SL-9000 (before I moved to an MX-500) was to learn the transport commands to the surround mode buttons (the unlabeled circular buttons toward the bottom of the remote). A fine tip Sharpie can ID what transport command you assign to each button.
