Pro Logic II C (or Cinema) is intended for movie and TV sources, in which case I would not be surprised if it steered a mono signal to the center only - that's the best way to anchor dialog on screen. Pro Logic II M (or Music) is intended for producing 5.1 audio from music, and in that case there would be no need to anchor dialog and a mono signal could be broken out farther.
