I have an old Outlaw 1050 receiver that is having relay and other problems. I could send it in and get it fixed but I think it will just have more future problems and since it was a somewhat low cost unit I don't really think its worth fixing.

What I am looking for is a unit that can handle speakers that are 4 ohm. I've been having problems finding any that will do that for a lower cost unit. It seems that they say 6 ohms is the min they can do.

Anyone know of a decent AV receiver (my main interest is music) for a lower cost? I would prefer to not spend over $400 if possible. Remember it needs to be able to handle 4 ohms loads as I'm not going to purchase all new speakers.

Receiverse that will handle 4 ohm loads are rare. Worldwide has a good suggestion (with the site audiogon.com being another choice for hunting), especially with a $400 target. I doubt you'll find an Outlaw for that price (unless it's another 1050, which still fetch $300+), but NAD and Rotel often build amps that can run at 4 ohms.

I don't want another Outlaw. While the sound out of it is nice I would prefer a more reliable unit.

As a proud 1050 owner, I would have to politely disagree about an Outlaw receiver being unreliable. Besides the known "6th channel bug", I have not had a single issue with my 1050. Also, I have yet to find a similarly priced receiver that has anywhere close to the build quality that the 1050 has.

I'm sorry if you've experienced issues with your 1050. With your budget and 4 ohm speakers, you may want to try a different approach than buying a cheaper receiver. Find a used receiver with pre-amp outputs and then invest in used amplifiers. As has been previously posted on this thread, used NAD and Rotel amps present good values and can be found using the usual sites.
