The Phillips DVP 642 will allow you to easily reset its region so you can play an out-of-region DVD. Once the first DVD is played, that region is locked in until you re-unlock it.

The unlock proceedure is something like, open the door, enter 4567 on the remote. Very simple, very legal, very won't get you arrested.

Since this is a mass marketed legal device I hope this post is inside the forum guidelines.

The widely-used Oppo players are known to allow something similar (I forget the code, but they can be reset to be effectively region-free). There are two very good threads at AVS about the two Oppo players that include this information.

Since the DVP 642 sells for $60 or less and can play MPEG4 (XviD, DivX) and a few other formats, it's a good option as a second DVD player anyway.
