Probably will work, as they are designed for standard one rack height equipment. I use their stuff for mounting Macintosh computers in 19" racks, but it is a bit pricy.

I suspect it would work, although you might want it oriented the other way, so that the large magnet is on the bottom.
I'd be a little concerned about whether it might adversely impact cooling. The unit has vents on the top and bottom, which should create a thermosiphon that helps circulate air over the heat sink. If you put the unit sideways, that won't work any more.

Keep in mind also that the XServe is a LOT deeper than it looks. Check to make sure that the 200 has enough depth to reach both supports.
